Join Us for the August Young Professionals Event!

Tuesday, August 18th | 12:00pm to 1:00pm

Join us as City Assessor David and Lyon County Assessor Mark Buysse provide an inside look at the property assessment process. They'll explain how properties are valued, discuss the factors that influence assessments, clear up common misconceptions, and answer your questions about property assessments and property taxes.

Whether you're a homeowner, business owner, or simply interested in learning more about how the assessment process works, this is a great opportunity to hear directly from the experts and gain a better understanding of a service that impacts our community.

Dave Parsons

City Assessor, Marshall

A lifelong resident of southwest Minnesota, David grew up on his family's farm outside of Vesta. His career path hasn't always been focused on assessing. After graduating from Alexandria Technical College in 1998 with a degree in Machine Tool and Die, he worked building large hydraulic cylinders before spending the next decade in the lumber industry, where he developed extensive knowledge of construction methods and building design.

In 2001, David began working part-time as an assessor for several townships in Yellow Medicine County. His passion for construction, combined with his understanding of the assessment process, led him to join the City of Marshall in 2011 as a Residential Appraiser. Today, as a Senior Accredited Minnesota Assessor (SAMA), David serves as the City Assessor, overseeing the City's Assessing Department.

David is an active member of the Minnesota Association of Assessing Officers (MAAO), where he serves on the Executive Board. He also serves on the Minnesota State Board of Assessors, helping oversee the licensing and education of assessors across the state.

David and his wife live near Marshall with their two children.

Mark Buysse

County Assessor, Lyon County

A Tracy native, Mark lives on an acreage near Tracy with his wife and children. He graduated from Tracy Area High School in 2005 before earning a bachelor's degree in Business Management and Marketing from Southwest Minnesota State University.

After college, Mark worked in the carpentry industry until joining Lyon County in 2016 as a Property Appraiser. He was appointed Lyon County Assessor in 2019 and earned his Senior Accredited Minnesota Assessor (SAMA) designation in 2020.

As Lyon County Assessor, Mark oversees the valuation and classification of all taxable property throughout the county, ensuring fair and equitable assessments in accordance with Minnesota law. His office maintains accurate property records, administers property tax programs, and provides information and assistance to property owners and local governments.

Outside of work, Mark serves as a firefighter with the Currie Fire Department. He also enjoys the outdoors, hobby farming, and spending time with his family.
